Puree in electric blender: the lemon juice, water and 1/2 cup coriander. Scrape down sides of blender and add 1/2 cup more coriander. Puree, 1/2 cup at a time. Add coconut, onions, ginger, chili, sugar, salt and pepper. Blend. Taste and add more sugar or salt if needed.
Serve immediately - if not used at once, cover and refrigerate. Will keep a week.
