Sift flour, measure and sift again with baking powder, salt, cocoa and sugar into a mixing bowl. Add the milk, nuts, butter and vanilla; blend well. Pour the mixture into a greased 9 inch square baking pan. Spread the Topping (see below) evenly over the first mixture. Pour 1 cup of boiling water over all. Do not stir. Bake in a 350 degree oven for 50 minutes to 1 hour or until slightly crusty on top and firm. A pudding will form on top, with a fudge sauce layer below. Serve hot with plain or whipped cream. Serves 6. Topping: Combine the 1/4 cup sugar, the brown sugar, the 3 tablespoons cocoa, the teaspoon of vanilla and salt.
